Objectives: Expand the reach of the sandbox mechanism to garner the best ideas and broader participation from new innovators and stakeholders. Build an evidence bank for projects to reduce the need for other entities to pilot the same types of initiatives in the future.
Regulatory sandboxes and other related innovation mechanisms are often conceptualized and initialized in formal proceedings with the Commission. While foundational materials (e.g., commission orders, dockets, and stakeholder comments) play an important role in establishing the legal and procedural framework of a sandbox, they are often highly technical and dense, which may be less accessible to a broad audience.
To increase accessibility and heighten public awareness, several commissions and agencies have developed public-facing websites, reports, press releases and other outreach tools. Broader awareness of the sandbox may result in more and better project proposals and communicating findings can help to expand the benefits of sandboxes and provide evidence to support project proposals in other jurisdictions.
